Whirlwind is another low-to-moderately powered villain and re-occurring Avengers foe. He's most effective when attacking with a group of super-villains, such the Masters of Evil or the Lethal Legion. His linked abilities represent his 'spinning' ability, taking 1" of movement to activate all of them at once.
